 Letter Written to NY Post from Glenn Martin, MD

To the editor:

For a newspaper notorious for its use of "psycho" in headlines, I suppose we should see "Cost of Kooks & Junkies" (September 26, 2011) as progress. However, continuing to proudly use hurtful and stigmatizing language is both unfortunate and wrong. It is wrong scientifically and morally. Persons suffering with mental illness and substance abuse deserve effective treatment and an enviroment that promotes recovery. This benefits the individuals and society. Anyone dealing with a family member with serious mental illness or drug addiction knows that scorn and ridicule don't help. Prejudice and insults, openly displayed in the NY Post, only makes the situation worse. It must stop!

NYSPA Members Drs. Martin & Sullivan Confirmed By NYS Senate

Public Health and Health Planning Council

 

The New York State Psychiatric Association, Inc. (NYSPA) is proud to report that the New York State Senate unanimously confirmed Governor Cuomo's nominations of Glenn Martin, M.D., NYSPA President, and Ann Sullivan, M.D., Speaker of the APA Assembly and former Area II Trustee, as members of the Mental Health Services Council and the Public Health and Health Planning Council.

Senator Shirley Huntley (D-Queens), former chair of the Senate Mental Health Committee, applauded Governor Cuomo on making a "very good choice" with his nomination of Dr. Martin, while Senator Roy McDonald (R-Rensselaer), current chair of the Senate Mental Health Committee, lauded the "tremendous credentials" of Dr. Sullivan.

Established in 1982, the Mental Health Services Council, which consists of 26 members appointed by the Governor as well as the Commissioner of the Office of Mental Health and the Chairman of the Conference of Local Mental Hygiene Directors, considers any matters relating to the improvement of mental health services in New York State and advises the Commissioner on such matters. In addition, the Council also reviews Prior Approval Review applications from entities seeking licensure to operate inpatient, outpatient or housing programs, as required by the Mental Hygiene Law, and makes recommendations for approval or disapproval to the Commissioner.

The Public Health and Health Planning Council, formed through the merger of the State Hospital Review and Planning Council and the Public Health Council that was effective December 1, 2010, is a 24-member body that considers and approves or disapproves Certificate of Need applications for the establishment of hospitals, diagnostic and treatments centers and nursing homes in New York. The Council's approval is also required for major construction, acquisition of certain major medical equipment or changes in Certificates of Incorporation. The Council also has the authority to adopt regulations pertaining to the sanitary code and those relating to health care facilities, operating and structural standards. Chapter 58 of the Laws of 2010, which provided for the establishment of the Public Health and Health Planning Council requires that two of its members be members of the Mental Health Services Council.

 NYSPA congratulates Drs. Martin and Sullivan on their confirmation to these two prestigious councils and wishes them all the best.

 NYS Medicaid Redesign Team

Statement of the New York State Psychiatric Association on the Medicaid Redesign Team Report and its Inclusion in Governor Cuomo’s Proposed 2011-2012 Budget

The New York State Psychiatric Association, Inc. (NYSPA) -- a division of the American Psychiatric Association -- and the medical specialty organization representing over 4300 psychiatrists practicing in New York applauds Governor Cuomo’s Medicaid Redesign Team (MRT) for their open and transparent deliberations on an enormously complex issue and for achieving an unprecedented consensus among a large and diverse group of healthcare stakeholders.

Like many of our colleague organizations, NYSPA has concerns with some of the recommendations in the MRT Report, including eliminating physician prevails with respect to prescribing psychiatric medications for Medicaid patients and the imposition of utilization controls on mental health and related clinic services. Nevertheless, we strongly support the proposal to move toward a behavioral health home service model and the interim steps proposed toward that end. Additionally, we join our physician and hospital colleagues in conditioning our support upon the enactment of medical liability reforms as proposed in the MRT report and the Governor’s 30 day budget amendments.

NYSPA will continue to advocate on behalf of our profession and our patients. We will work with the Medical Society of the State of New York and other medical specialty societies to seek changes in the Medicaid program to address inadequate physician payments; unwarranted non-physician scope of practice expansions; and insurer surcharges on payments for physicians’ services.
