The New York State Psychiatric Association, Inc. (NYSPA) is proud to report that the New York State Senate unanimously confirmed Governor Cuomo's nominations of Glenn Martin, M.D., NYSPA President, and Ann Sullivan, M.D., Speaker of the APA Assembly and former Area II Trustee, as members of the Mental Health Services Council and the Public Health and Health Planning Council.
Senator Shirley Huntley (D-Queens), former chair of the Senate Mental Health Committee, applauded Governor Cuomo on making a "very good choice" with his nomination of Dr. Martin, while Senator Roy McDonald (R-Rensselaer), current chair of the Senate Mental Health Committee, lauded the "tremendous credentials" of Dr. Sullivan.
Established in 1982, the Mental Health Services Council, which consists of 26 members appointed by the Governor as well as the Commissioner of the Office of Mental Health and the Chairman of the Conference of Local Mental Hygiene Directors, considers any matters relating to the improvement of mental health services in New York State and advises the Commissioner on such matters. In addition, the Council also reviews Prior Approval Review applications from entities seeking licensure to operate inpatient, outpatient or housing programs, as required by the Mental Hygiene Law, and makes recommendations for approval or disapproval to the Commissioner.
The Public Health and Health Planning Council, formed through the merger of the State Hospital Review and Planning Council and the Public Health Council that was effective December 1, 2010, is a 24-member body that considers and approves or disapproves Certificate of Need applications for the establishment of hospitals, diagnostic and treatments centers and nursing homes in New York. The Council's approval is also required for major construction, acquisition of certain major medical equipment or changes in Certificates of Incorporation. The Council also has the authority to adopt regulations pertaining to the sanitary code and those relating to health care facilities, operating and structural standards. Chapter 58 of the Laws of 2010, which provided for the establishment of the Public Health and Health Planning Council requires that two of its members be members of the Mental Health Services Council.
